Junk Pages
The unethical, black hat SEO practice of creating Junk Pages involves creating meaningless web pages stuffed with keywords. These Junk Pages contain real AdSense ads placed by third parties who only pay the owner of the Junk Page for displaying the ad if someone clicks on it (on a pay per click basis). Junk Pages are designed just to attract large numbers of website visitors in the hope that people will find the page on Search Engine results pages, go to the Junk Page and find nothing else to do but click on the ads and thus generate revenue for the owner of the Junk Page.
Needless to say, creating black hat, keyword stuffed Junk Pages is a risky idea. Firstly because if search engines catch you spamming them with keyword stuffed "Junk Pages" you'll get banned from their search engines results. Secondly, the same can happen if AdSense catches you, since creating Junk Pages clearly is prohibited in their AdSense's Quality Guidelines and will result in your website getting disabled by Google (meaning you won't be able to make money in the future from having any more AdSense ads displayed on your website). And thirdly, Junk Pages may not even work. It is very likely that a Junk Page stuffed with meaningless keywords may not even get any people to actually click on the AdSense ads in the first place (since most users on the world wide web have better things to do than aimlessly follow dead end trails).
